Panopticon Bingo

A 5 x 5 bingo card for the surveillance apparatus of an ordinary street. Sixty four squares in three difficulty tiers, a free centre square, and a printable set of four cards. The generator is about a hundred and sixty lines of Python, and new squares are welcome by pull request.
